12 May 2011 - Gilbert Dupont has raised its recommendation on French IT consultancy Devoteam (EPA:DVT) to "buy" from "accumulate" following the release of the company's first-quarter results.
The broker, which raised its share price target on the stock to EUR25.7 from EUR23.9, expects Devoteam to book an organic sales growth of 3% this year.

The IT consulting specialist booked a turnover of EUR133.8m (USD189.6m) in first quarter of 2011, up 15% year-on-year, beating Gilbert Dupont's expectation of EUR129.6m.

The French group saw its operating margin fall to 4.6% from 5.3%, while the broker had forecast a margin of 4.9%.

However, Devoteam's operating margin would have reached 5.2%, if excluding the impact of Polish IT services company Wola Info, fully consolidated in October 2010.

QLD:Chinese vote Qld best green destination

BRISBANE, Aug 30 AAP - Queensland has been voted the "Green Tourism Destination of
the Year" by more than 4.2 million readers of China's Travel Weekly tourism trade publication.

Queensland Tourism Minister Jan Jarratt was on Tuesday celebrating the win, announced
in Beijing overnight.

"This result shows the hard work of Tourism Queensland is delivering results for Queensland
and boosting the state's profile as an eco-friendly holiday destination," she said.

"Queensland was chosen as one of the top three green tourism destinations in the world
by the selection panel.

"We went head-to-head with Norway and New Zealand before being voted into the number
one spot by Travel Weekly China readers in an online poll."

China is Queensland's fourth largest and fastest-growing international market, with
197,000 Chinese visiting in the year ending March 2011, 29 per cent more than the previous
year.

WI-FI is free in Merlimau. That is quite an accomplishment for this nondescript town on the outskirts of Malacca city considering the broadband penetration for Malaysia is only 55.6 per cent.

But providing free Internet access to its 20,214 residents is just one of the many initiatives taken by the state government.
This effort has paid off handsomely, too, scoring brownie points with the folk who yearn to be technologically wired without losing their peaceful rural lifestyle.

It is such initiatives that have made this semi-rural constituency an example of a booming town that its counterparts could only hope to emulate.

Unlike other rural towns which suffer the age-old problem of youth migration to bigger cities in search of a better life as well as a lack of economic opportunities, Merlimau has bucked the trend.

Its vibrant economy can be attributed to the presence of two educational institutions - the Merlimau polytechnic and Merlimau community college, with a total student population of about 6,000.

It also boasts the Merlimau Industrial Estate - providing jobs for 70 per cent of the youth here.

In return, these industries provide an array of ancillary economic support for locals.

"Most of my friends work in the industries there. I'm happy working here as it allows us to be close to our families. In the evenings, we play futsal or sepak takraw.

"We would spend more if we work in bigger cities like Kuala Lumpur or Johor Baru," said factory worker Ahmad Hassan, 28.

Because of the large number of young people residing in the area, the constituency is equipped with a library, five community computer centres, three fields, 17 courts for sporting activities and one Rakan Muda complex.

Geographically, Merlimau is at an advantage as it is located only 30 minutes from Malacca city and is connected by the dual-carriage AMJ Highway.

Residents who do not work in the area commute daily to the city.

Because the basic needs of the locals are met and a dearth of local issues, the opposition will find it hard to make any headway with the 10,767 voters, in the coming March 6 by-election.

Even the youth, who make up 4,926 voters and who had always been the target of the opposition due to their anti-establishment tendencies, are expected to shun Pas in favour of Barisan Nasional.

"Merlimau has always been a model rural state with all kinds of modern amenities to cater to the peoples' needs.

"I am confident 72 per cent of the voters will vote for BN," asserted Umno Jasin information chief Datuk Hasan Rahman.

His confidence echoed that of Chief Minister Datuk Seri Mohd Ali Rustam who told the 10,000-strong multiracial crowd who attended a Chinese New Year dinner on Saturday night that the "future is bright for us on March 6."

Mr Dolan paid tribute to the response of the aircraft crew.

"The aircraft would not have arrived safely in Singapore without the focused and effective
action of the flight crew," he said.

Mr Dolan said the investigation had so far identified the oil leak as a significant
safety issue directly relevant to what happened over Batam island.

That could be the sole cause, he said.

"Our investigation will still have some way to go before we can say that is the cause.

We will continue to look just to make sure we haven't missed something else," he said.

Mr Dolan said that problem could have been a one-off which only related to that particular
engine.

"But the results of inspections will tell us whether or not that is the case," he said.

Mr Dolan said it was unlikely that any standard maintenance procedure would have uncovered
this potential problem.

He said he was satisfied that all necessary safety action had been taken with the new
inspection regime and the upgraded software.

ADELAIDE, April 27 AAP - Comedian Mick Molloy and Network Ten will use jest as their
defence against defamation action brought by failed federal election candidate Nicole
Cornes.

Ms Cornes is seeking unspecified damages, alleging Molloy defamed her on Network Ten
in July 2008.

Molloy allegedly questioned the fidelity of Ms Cornes by insinuating she had slept
with former AFL player Stuart Dew in comments aired on the Before The Game show.

Molloy has made an on-air apology for the remarks but Ms Cornes, who unsuccessfully
contested the 2007 federal election as a Labor candidate, has pressed ahead with defamation
action.

Sam Doyle, for Network Ten, told the South Australian Supreme Civil Court on Tuesday
that "the defence is not one of truth, it's one of jest".

Mr Doyle said the case would fall on a narrow compass.

"Essentially, it will be a case of whether the words were understood in a literal sense
or whether they were delivered in jest," he told the court.

Lawyers for Ms Cornes were seeking a series of questions to be answered by Ten and
Mr Molloy before the trial starts in November.

Judge Brian Withers on Tuesday reserved his decision on whether the questions had to
be answered before trial.

NSW: Man loses part of finger protecting wife

SYDNEY, Dec 14 AAP - A man has had part of his finger bitten off as he fought to stop
two men abducting his wife in Sydney's west.

Police say a 26-year-old woman was with her 24-year-old husband at their unit in Everton
Road, Strathfield, when two men allegedly forced their way in about 11.30pm (AEDT) on
Sunday.

Macquarie Radio reported one of the intruders was her brother, who apparently wanted
his sister to return to India because her family is unhappy about her marriage.

When he struggled to prevent the intruders snatching his wife, the 24-year-old man
allegedly had the top of his finger bitten off and suffered head injuries.

He was treated at Royal Prince Alfred Hospital and the woman is assisting police with
their inquires into the incident.

Qld: Drunk driver who killed sons loses appeal on sentence

BRISBANE, Feb 10 AAP - A drunk, speeding and unlicensed driver who fled a crash that
killed his two young sons has been refused a lighter sentence.

Alan Edward Ross was sentenced to eight years' jail in the Southport District Court
in October last year after pleading guilty to dangerous operation of a motor vehicle causing
death.

The sentencing judge made no recommendation for parole.

The court was told the then 25-year-old, of Benowa, crashed his car into trees on the
Gold Coast in June 2007, and then fled the scene, leaving his two young sons in the wreckage.

Khye, who was almost three at the time, died instantly, while eight-month-old Zac died
later from his injuries in a Brisbane hospital.

Ross had a blood alcohol reading of 0.163 per cent at the time of the crash, and had
lost his licence because of a previous drink-driving offence.

After fleeing the scene he continued drinking and lied to police about the cause of the crash.

On Tuesday, the three justices of the Queensland Court of Appeal rejected Ross' application
to have his eight-year sentence reduced to seven years, or for a parole recommendation
to be made.

Ross' lawyer Colin Reid said the existing sentence was "manifestly excessive" and didn't
take into account his client's early guilty plea.

However, Chief Justice Paul de Jersey said the sentencing judge had clearly taken into
account all mitigating circumstances when arriving at the sentence.

Chief Justice de Jersey said the crown case against Ross had been "overwhelmingly strong",
and that serious crimes such as this required a significant, deterrent penalty.

CANBERRA, Aug 23 AAP - Any children kidnapped in an overseas adoption racket will likely
have to be returned to their families, federal Opposition Leader Brendan Nelson says.

At least 30 children adopted in Australia may have been stolen from their parents by
a child trafficking ring operating in India between 1998 and 1999, The Weekend Australian
reported today.

The Queensland government and Indian investigators will soon begin working together
to investigate the claims.

"Let us hope that the inquiry, in fact, does not find that children have been effectively
kidnapped," Dr Nelson told reporters in Adelaide today.

"But if they have, then we will have a moral responsibility to do the right thing.

"And the right thing, we would expect in most cases, will be to look at returning them
to their rightful families."

Dr Nelson rejected suggestions Canberra should wrest control of adoption legislation
from the states.

"I don't think that we should have knee-jerk responses that suggest that the commonwealth
should automatically take it over.

"So let's just wait until we get the outcome of the inquiry before people start to
say: `Well, if the commonwealth takes it over that will solve all the problems'.

"Generally speaking, government is the problem, not the solution."

CANBERRA, April 17 AAP - The childcare industry is split over who should run Prime
Minister Kevin Rudd's proposed one-stop childcare centres.

Mr Rudd has outlined a plan to establish universal childcare centres that would provide
health and welfare checks, long day care and preschool education facilities in one.

Community childcare advocates have welcomed the idea but are concerned by Mr Rudd's
suggestion that the private sector could play a key role.

Community Child Care Association executive director Barbara Romeril said the belief
that involving the private sector would make services better was "worrying".

"That hasn't been the experience," Ms Romeril told ABC radio.

She said involving the private sector would stall competition in the already tight market.

"Commercialisation of children's services in fact has shown unproductive competition.

"Competition between providers hasn't driven up quality or driven prices down - that's
a real flaw in this vision."

The proposal will be up for discussion at this weekend's Australia 2020 Summit in Canberra.

Mr Rudd said there was no point in getting "obsessed with the form of delivery" at
this early stage.

"Not-for-profits ... do a fantastic job, but ... there are certain for-profits around
the country who are doing good things as well," Mr Rudd said.

"But the key thing is getting that policy direction settled, agreed and then you look
at different forms of delivery."

The peak private-sector body - Childcare Associations Australia - said the focus should
be on the service not the delivery.

"It is not a matter of who owns the service. What does matter is the components of
the service," acting executive director Helen Kenneally told AAP.

"What does matter is that the components of the service we provide work in the interest
of children."

Ms Kenneally said the private sector had an important role to play in the plan because
it represented 70 per cent of the 5,400 long day care centres across Australia.

"We can't lose that infrastructure - what we have to make sure is that what goes on
in the infrastructure is in the best interests of our children."

Federal Opposition Leader Brendan Nelson welcomed the proposal but wanted to see a price tag.

"The idea of having a one-stop shop in most things is appealing - childcare, early
learning, parental education...," Dr Nelson told ABC radio on the NSW Central Coast.

"I've noticed he hasn't yet put any cost on it - I'm sure it's going to be very expensive."

Meanwhile, childcare parliamentary secretary Maxine McKew said an overhaul of the school
year timetable was needed to give working parents greater flexibility with holidays.

She said it was a struggle for parents to balance four weeks' annual leave with up
to 12 weeks of school holidays and many had to rely on grandparents and formal childcare.

"We have a work year that is pretty much 48 weeks or whatever, and we have a school
year that's about ... two-thirds of that," she told Sky News today.

"It's crazy. If we are going to think big, we need to think about some sort of sensible
realignment of the work year with (the) school year or vice versa."

WOLLONGONG, NSW, Dec 13 AAP - After 10 child drowning deaths in as many weeks, NSW
Premier Morris Iemma today implored parents to watch their children carefully and teach
them to swim.

Mr Iemma joined the Royal Life Saving Society, which revealed the figures, in its plea
for parents to supervise their children this summer.

"It's a tragic reminder of the dangers that lurk in the backyard," Mr Iemma said of
the 10 deaths, which included three toddlers.

"It's a great Australian tradition, the backyard swimming pool, but there lurks a real
danger and I can only urge parents to watch and be aware," he told reporters.

"Make sure you've got every available measure to keep kids safe in the swimming pool.

"Fences are compulsory ... but get them to learn to swim."

Opposition treasury spokesman KIM WELLS says Victorians should be concerned .. when
tomorrow's state budget shows rising debt .. while the government benefits from high taxes.

But Treasurer JOHN BRUMBY argues borrowings are still low as a share of gross state
product at 1.2 per cent.

Mr WELLS says this is not good enough .. as Victorian taxpayers are paying more than
ever in land tax .. payroll tax .. and stamp duty.. and that taxes should be spent building
a desalination plant and on new dams.

But Mr BRUMBY's ruled out announcing a desalination plant in tomorrow's budget .. and
says the government's policy is against building new dams.







Revised budget estimates predict government sector debt will will rise to 2.8 per cent
in 2010 at 7.8 billion dollars .. but a Mr BRUMBY's spokesman says the budget financials
will be in the strongest position they have been in 50 years.

Mr BRUMBY'll deliver the budget in parliament tomorrow afternoon.

Vic: Lightning stikes more bushfires

Victorian firefighters are on alert for new outbreaks .. as lightning strikes across
the state threaten to spark more bushfires.

Lightning triggered seven new fires in the state's north-east overnight .. and firefighters
are monitoring another four minor outbreaks near Mildura and Horsham.

A spokesman for the Department of Sustainability and Environment says six of the seven
outbreaks in the north-east have been contained.

The spokesman says the remaining blaze .. in the Angora Range near Swifts Creek ..

is a small fire and not cause for concern.

Meanwhile .. the two massive bushfires in Gippsland and the state's north-east continue to burn.

The spokesman says firefighters are continuing to reinforce control lines around the
blazes .. but are no closer to extinguishing them.

to extend daylight saving.
